Story topic or person: City water contract with Veolia

Veolia and Milwaukee's $650M-$700M Wastewater Contract: Background Pack (Lost Bid, Federal Suit, Unsigned Award)

1. Bottom line

The user's subject ("city water contract with Veolia") names no city, so I chose the story with the most live news and documented conflict: the Milwaukee Metropolitan Sewerage District (MMSD) contract to run the Jones Island and South Shore wastewater plants. Strictly, MMSD is a regional sewerage district serving 29 communities, not a city, and it handles wastewater, not drinking water. If you meant a city drinking-water or operations deal, see the alternates in the Timeline notes and Method section. Veolia has run the plants since 2008, but on 28 September 2026 the MMSD commission voted unanimously for rival Jacobs Solutions, whose bid was $54 million lower. Veolia has sued in federal court alleging a biased process; MMSD has agreed not to sign until the case is resolved, with a ruling targeted for the end of January 2027. The best-documented facts are the vote, the $54 million gap, the scoring weights and the court schedule, all from press coverage. The biggest gaps: I did not retrieve the court docket, the complaint, MMSD's answer, the committee report or the audit, and the contract value is reported inconsistently ($650 million vs about $700 million).

2. Timeline

All rows are from press coverage; I did not obtain the underlying primary documents. "Event" = date the event happened; "Published" = article date where the event date is not stated.

Who broke what: Journal Sentinel and WUWM link to their own April 2026 stories on the Common Ground allegations and the June audit order; I did not open them or verify which outlet was first. Gaps: no wire-service (AP, Reuters) coverage found; no independent verification of whistleblower claims; no reporting I retrieved on Veolia's own audit plan or the DNR inquiry beyond headlines; the Wayback Machine was not checked.

7. Contested facts

8. Open questions to report out

  1. What does the complaint specifically allege, and what did the judge order on 15 September? Pull the E.D. Wis. docket (PACER/CourtListener).
  2. What is the correct contract value and term? Request the RFP, both price proposals and the draft agreement from MMSD under Wisconsin open records law.
  3. What do the ad hoc committee's scoring sheets and the staff memo on Jacobs' pricing show? Request them from MMSD.
  4. What do the Common Ground-MMSD messages and meeting records show? Open records request for communications with Shafer, Zetts and committee members.
  5. What will the EMA audit and the Wisconsin DNR inquiry find? Ask DNR for the case file and MMSD for the audit scope document.
  6. What was the cost to ratepayers of Veolia's 2018 noncompetitive extension, and what were the performance metrics? MMSD commission minutes and 2018 contract.
  7. Do Veolia's other contracts show similar disputes (Baton Rouge, Woonsocket-Jacobs)? Check Justia opinion and Woonsocket council records.
  8. Has Veolia engaged lobbyists or made political donations locally? Check Wisconsin Ethics Commission lobbying records and Veolia's disclosures.

9. Method and limits

Searched 5 October 2026 using web search and page fetches. Fully read: two Urban Milwaukee articles, two Journal Sentinel articles, one WUWM article. One Urban Milwaukee article was paywalled (headline only). A Freeport (TX) article fetch was rate-limited. Not checked: court dockets, MMSD minutes and the committee report, SEC EDGAR, Veolia corporate filings, regulator pages, ICIJ, FEC/lobbying records, Wayback Machine. Facts here rest mostly on two local outlets, so treat single-sourced items as "reported."

Alternate interpretations seen only in search-result headlines (not opened): Freeport, Texas water operations contract approval; Boonville terminating its Veolia contract; Jamestown, Rhode Island contract extension; Barcelona-area AMB water concession to Veolia.
