Delivery Hero reportedly shifting Berlin tech unit Pandora to Singapore, about 200 jobs affected
Role read as senior data engineer (adjacent: analytics and data platform engineers), Berlin. A thin week: no Berlin WARN-style filings or data-engineer-specific pay releases surfaced, so one verified Berlin layoff story, German market data and a visa-policy item lead.

Delivery Hero reportedly moving Pandora tech platform from Berlin to Singapore
WirtschaftsWoche, citing company insiders, reports Delivery Hero plans to relocate its internal Pandora platform unit from Berlin to Singapore. Internal announcements in late May reportedly covered about 400 staff; the company has since reportedly decided to keep roughly 200 in Berlin until Uber's takeover integration is done, mostly software developers. Delivery Hero declined to comment.
The report says about 200 positions are affected by year-end. Separately, Uber's offer of €41.50 per share runs to Nov 5, and the works council has questioned a pledge of no Berlin workforce changes until 2029. All of this is reported, not confirmed by the company, and does not name data engineers.
For hiring: expect Pandora engineers to reach the market late 2026 or after integration; approach carefully since roles and timing are unconfirmed.
VW's Cariad reportedly cutting about 1,000 software jobs, nearly a quarter of staff
dpa reports, from company circles, that Volkswagen's software unit Cariad plans to cut about 1,000 of its roughly 4,300 remaining employees. Timing and method are open and talks with employee representatives are due; collective agreements were reportedly terminated. Handelsblatt reported Cariad investment would fall about €6.1 billion for 2027–2031.
The reports do not name Berlin or data engineering roles, so treat the link to this market as unverified. A Cariad spokesperson declined to comment.
For hiring: this adds to the German software and cloud talent pool, but check site and function before assuming Berlin data candidates.
German vacancies up 30,000 year on year, but labor demand stays weak
BA's September report puts registered vacancies in Germany at 660,000, 30,000 above September 2025, and the BA-X vacancy index at 104, up 6 points year on year. BA calls labor demand still weak. Registered unemployment was 2,994,000 (6.4%), up 40,000 year on year.
These are national, all-occupation figures of registered vacancies only; BA publishes no Berlin data-engineer figure in this release, and vacancies measure advertised demand, not hires.
For hiring: no broad squeeze on candidates; competition for senior data engineers is set by Berlin tech employers, not national totals.
Employers press Berlin for Work-and-Stay-Agentur; still no draft law
FOCUS reports employer groups want federal and state governments to settle responsibilities and launch the Work-and-Stay-Agentur this year. The agency would centralize recognition of qualifications and visa applications on one IT platform. Labor Minister Bärbel Bas set out key points in November 2025; no draft law exists, and ministries disagree on centralizing immigration authorities.
This is a pending policy item, not a rule change; no visa or Blue Card thresholds changed in the sources reviewed. Check official notices for current requirements.
For hiring: do not plan non-EU hires around faster processing yet; keep current visa timelines in offer schedules.
