DACH Territory Plan for a Cloud Security Platform: about 31,000 target companies in Germany and Austria, with banks, insurers and industrials first

1. Bottom line

Germany and Austria hold roughly 31,000 legal units in the sectors and size bands most likely to buy a cloud security platform, and I estimate a theoretical annual contract value of about €1.2 to €4.4bn before any share-of-wallet or win-rate adjustment (derived estimate; arithmetic in section 3). Switzerland could not be sized because the Swiss federal statistics pages returned no usable counts. The best fit is in three verticals: finance and insurance (few companies, all large, under DORA), manufacturing (the largest block of 250+ employee firms) and information and communication. Germany's IT-security spend is €12.2bn forecast for 2026, so demand is growing at about 10% a year. The strongest named accounts with a dated, documented trigger are Deutsche Bank, Munich Re, Deutsche Telekom, UBS, Helvetia Baloise, Siemens and Erste Group. For the first quarter of 2027 I would put the effort into finance and insurance accounts, the IT-Defense (Frankfurt, January) and Swiss Cyber Security Days (Bern, February) events, and two or three regional security partners. Of the 25 accounts, only about 12 have a dated trigger I could source; the rest are marked "no trigger found".

2. Scope and assumptions

3. Market size: about €1.2 to €4.4bn theoretical annual value in Germany and Austria

The German counts come from the Destatis business register, reporting year 2024 (state of 1 December 2025). The Austrian totals come from Statistik Austria data published by WKO, year 2024, which covers ÖNACE sections B to N, P to R, S95 and S96 and gives no sector split in the file I could read.

Sector (WZ 2008) 50 to 249 employees 250+ employees Source
C Manufacturing 16,442 4,668 Destatis 2024
D Energy supply 583 233 same
H Transport and storage 5,413 1,111 same
J Information and communication 3,863 802 same
K Finance and insurance 1,078 777 same
M Professional, scientific, technical 5,868 1,024 same
Q Health and social work 11,765 3,558 same
All sectors, Germany 84,701 18,632 same
All sectors, Austria (statistical enterprises) 6,367 1,523 WKO / Statistik Austria 2024
Switzerland not found not found BFS pages returned empty bodies; kmu.admin.ch gives only that SMEs are over 99% of firms

Arithmetic (derived estimates, not sourced figures):

Sanity check: Bitkom puts all German spend on security software and cloud platforms at €4.8bn in 2025, out of €11.1bn total IT-security spend. My upper bound of about €4.1bn for Germany would be most of that category, so treat the top of the range as a ceiling and the low end as the more realistic planning figure. Bitkom also reports that companies spend 18% of their IT budget on IT security, up from 9% in 2022. The Bitkom figures come from PAC data and are published on 7 October 2025.

KEY TAKEAWAY: Plan against the low half of the range, and treat Switzerland as extra upside that still needs a count.

4. Priority verticals: finance, manufacturing and ICT, in that order

Rank Vertical Regional strength (Germany, 2024) Growth or demand signal Why it fits Source
1 Finance and insurance 777 firms with 250+ employees and 1,078 with 50 to 249 Munich Re agreed to buy cyber insurer At-Bay on 19 August 2026; Deutsche Bank joined a Google Cloud AI programme on 25 August 2026 Dense large accounts, multi-cloud, and DORA reporting duties (my inference from the regulation, not a sourced claim) Destatis, Munich Re, Deutsche Bank
2 Manufacturing 4,668 firms with 250+ employees, the largest block of any sector Siemens verified an industrial 5G security solution with Palo Alto Networks on 4 March 2026 Many firms, cloud-linked plants and supply-chain exposure; incumbents already present Destatis, Siemens
3 Information and communication 802 firms with 250+ and 3,863 with 50 to 249 SAP and Capgemini sovereign-cloud moves (2 September 2025 and June 2026) Cloud-native software and service firms with their own cloud estates Destatis, SAP News, Capgemini
4 Health and social work 3,558 firms with 250+ No dated trigger found Large count but smaller cloud budgets (my inference) Destatis
5 Energy and transport 233 and 1,111 firms with 250+ OMV published a cybersecurity chapter in its 2025 annual report Critical-infrastructure rules likely apply (inference) Destatis, OMV

Threat data supports urgency but comes from secondary sources. A Check Point analysis relayed by shattered.io in May 2026 reports that DACH attacks rose 124% in 2025, with Germany at 82% of DACH incidents. Bitkom estimates cyber-attack damage to the German economy at €202.4bn a year. I did not open the Check Point original.

5. Top 25 accounts: 12 have a dated trigger, 13 are fit-by-profile only

City and country are the usual group headquarters and are not drawn from a fetched source. "Approximate size" is not verified in this run for any account, so I leave it as such rather than quote headcounts from memory. Fit reasons are my inference. Where I found no dated cloud or security event, the trigger column says so.
